It does kind of baffle me. I mean, its great that a player knows the rules and thats what you want out of your leader but how does an official who's only job is to know the rules of the game not know that? lol

They just now made some full time official positions. Brady has lived and breathed football everyday for a very long time. The officials, on the other hand, have to work their regular job when they're not being officials.
