Done all of that. Use the foam crown molding. Super cheap, and is more pliable in case your wall is not totally plumb.

Chair rails are easy too. Did it about a month ago. Good luck.

I haven't gotten rid of the popcorn ceiling yet. I will likely scrape it. My buddy just scraped his ceiling and he said it was much easier then he expected.
