They try to do a strength of opponent type of thing. I read through their system and don't like it. In their defense, they are trying to contextualize basic stats.

As far as that blurb goes, they are saying of the roughly 100 first downs, the Broncos run defense sucks pretty hard, and this is why the 3d down defense struggles. But it could mean nothing more than the Broncos opponents have busted a couple of big runs on 1st down instead of another arbitrary down. Or it could mean there's a systematic problem with stopping the run on first down.
