Prosecutors now have decided to charge Ruggs with additional felony counts of DUI and reckless driving due to the injuries suffered by his passenger, girlfriend Kiara Je'nai Kilgo-Washington, who also goes by Rudy Washington. The misdemeanor charge is possession of a firearm while under the influence, stemming from a loaded gun found in Ruggs' car at the scene.
The additional charges were first reported by TMZ.
Ruggs' Chevrolet Corvette rammed into the back of Tina Tintor's Toyota Rav4, causing the SUV to immediately catch fire.
Ruggs, who was released on $150,000 bail and is being monitored electronically after giving up his passport, could be facing a maximum of 46 years in prison.
I don't know their merger law/s, but it looks like they're doing a few things here: adding lesser charges just in case they can't prove some of the harsher felonies; adding the gun charge because it won't merge -merger means charges get combined at sentencing, so only one sticks-; and charginging things so that certain charges, if proven, could run consecutively.
Again, I am not an attorney, not giving legal advice, not pretending to be anyone's attorney, etc. etc. etc.

Rodgers is a first ballot HoFer who got caught lying and then went on a podcast and said a slew of patently false and silly things.
Ruggs is an unknown--for the most part-- WR who was condemned instantly by everyone, including the media, and was reported widely on for two days. Those two days encapsulated when the accident happened and when more charges were put on him.
There's little reason for the media to keep on reporting on Ruggs right now, whereas the Rodgers situation is an ongoing situation on multiple levels.
It is mind-boggling that anyone would even try to trot contort this into commentary.
rest - https://www.espn.com/nfl/story/_/id/...d-alcohol-testLAS VEGAS -- A Las Vegas judge ordered former Raiders receiver Henry Ruggs III to appear before her on Monday after learning he missed a required alcohol test while on house arrest following a fatal crash he's accused of causing by driving drunk at speeds up to 156 mph.
Ruggs' lawyers told Justice of the Peace Suzan Baucum that Ruggs "self-tested" negative shortly after missing one of his calls for a breath test last week.
Ruggs' attorney, David Chesnoff, blamed the delay on trouble with testing equipment.
Ruggs, 22, was not in court for the brief hearing Wednesday during which Baucum also told his lawyers she won't issue a subpoena for fire department records about the fatal Nov. 2 crash and fire. The judge said the attorneys can get those records on their own.
