Would it be a legitimate victory this time, or more cheating?

Well, being that the cheating in the 2017 season had a net gain of absolute zero, it would be just as legitimate this season with no cheating.

You didn't just perfect a cheating system through a regular season, use it in the playoffs, including the World Series, and continue to use it the next season for no reason

Even the researchers who concluded that there wasn't a gain (which is flawed because again, there are other reasons why the Astros might not have done as well in one split vs another) concluded that the Astros benefitted from gaining more balls than strikes at a five percent clip, which means you have an decided advantage, regardless of whether you capitalize on it
