Saw this question posed on twitter... The answer is no.
1.) Tua is a mega blue chipper -- the only reason he'd fall to 15 is if the teams who are doing their medical homework on him have major concerns. There would be no reason to give up on Lock's big potential to trade that in for a major injury risk.
2.) Because of that - you look to trade the pick to another QB-needy team if that were the case.
What excited me about Drew Lock last season wasn't just the 4 wins in 5 games with the only loss coming to the eventual world champions in their own stadium. It was what I saw in his play. The kid doesn't get rattled in the pocket. He goes through progressions. He's a leader. He has a ton of moxy. He has a great arm and mobility to go along with it. He has the 'it' factor. There's nothing not to be excited about. He's the best young QB we've had here since Elway, and no I didn't forget about Cutler.

The guy played a full season with diabetes, and lost almost 20 pounds during the season. There should NEVER be a Broncos fan questioning his toughness after he way he grinded through that for us IMO. As far as his demeanor, sure, maybe you can argue his personality isn't conducive to leading a football team. But, as far as his toughness and hanging in there, the guy is a champ and it's a complete BS media-narrative that Cutler wasn't a tough QB. Screw that. I know what I saw. Cutler was a warrior, and IDGAF what anyone has to say. I know what I saw.
They should re-sign Cutler as backup/insurance, that way Broncos fans won’t be so quick to shit on Lock.
