The plot is that a circus trapeze artist named Cleopatra seduces a dwarf for his inheritance. Then there is revenge. The uniqueness of the movie is that all the sideshow “freaks” are real circus performers with real disabilities.

The studio was so concerned about the nature of the film that they cut the original 90 mins to 64. Freaks was banned in the UK until the 60’s when it required a X-rating to be seen. It is considered a cult classic. Best shown to a small group of friends with an open mind and can appreciate its weirdness. It was selected by the National Film Registry for preservation in 1994.
That movie is just good. There is no bad!

Never seen The Room, but saw the excellent movie about the two guys that made the movie, The Disaster Artistist. Maybe one day I will watch The Room, but now that I know the back story, I’m not sure it will have the same impact.

In a similar fashion, I have never seen Plan 9 or Glen or Glenda, but have seen Johnny Depp’s Ed Wood, and know the back ground to his stupid movies.

Reefer madness is another bad movie that has now attained legendary cult status, and originally took itself seriously. Many of you may have seen it, but if not, do so if you’re into this kind of thing. It certainly qualifies for OP’s criteria.

Fun fact about Flesh Gordon: Craig T Nelson has an uncredited voice role as The Great God Porno. Also, near the end, there is a group scene where all the actors & actresses are standing around nude(not an orgy), and one guy is clearly standing “out”, if you know what I mean. Hilarious.
