Good question... it wasn't declined. It was the last minute of the half... I'm not sure what other nuance is involved, but this feels like a legit question...

Fangio defense is doing well but offense is not scoring. Fangio has no clue how to use von and Chubb. Miller drops into coverage on 3rd and long wtf

I don't know how we give up a 4th and 15 to trash can Trubisky or how you can take a timeout before the play actually ends, but the NFL gave them that win with one of the worst roughing the passer calls I've ever seen.

What happens if nobody touched Allen at the end there? Would the time have just expired?

That’s correct he needs to be blown down before they can call timeout. That didn’t happen. Bullshit

Yep. Don't know why they were even trying to touch him when they knew he was going down. They could have just waited another second and the game ends.
