It's not "terrible behavior" it's sexual assault to expose yourself to a woman and ejaculate onto her. That's actually a crime folks. If he's admitting that, what is there left to deny? He has to deny that the text messages were actually from him, but that would be easy to prove.

ESPN's Adam Schefter reports the NFL will not place Brown on the list since there is no criminal investigation into the sexual assault and rape allegations brought against the wide receiver in the lawsuit filed by his former, Britney Taylor, on Tuesday in Florida. The NFL has opened an investigation and will interview both Brown and Taylor.

Probably the right call just for precedent sake. That would have just opened up too big a can of worms doing that based on a civil suit from one person.
