+110 means you bet a dollar to win 1.10. -1.40 means you bet 1.40 to win a dollar.

In simpler terms, the higher a negative number the more of a favorite it is, the higher the positive it is the more of a longshot. Using bigger numbers will help illustrate it more.
Say something is -2000. That means you have to bet 20 bucks just to make 1 dollar. So if you win that bet, you get your 20 bucks back plus the dollar. So you're really betting 20 bucks to end up with 21.
If something is +2000, that same 20 dollar bet would win you 400 dollars if you win, plus the 20 bucks you bet for winnings of 420.
