I'm sure the date he gets cut will come with various cap implications, so no point in cutting him until it makes the most financial sense to do so.
While technically if he was to retire the Broncos might ask for his "signing bonus" back, I think it's very unlikely they would do so. The reason for this is that Flacco converted his 2019 salary into a signing bonus in order to give the team more flexibility to resign existing players or sign free agents (due to injuries) this year. If the Broncos were to take the position that it was a "signing bonus" and force Flacco to refund it, when in fact it was his 2019 salary, that would not sit well with other veterans and they probably would get no other player to do it in the future.
So, I can't imagine any scenario where the Broncos would force Flacco to refund that signing bonus, which was in fact his 2019 salary. It's even possible under the CBA that the Broncos can't even force the refund in this type of a restructure, but I don't have the CBA handy to take a look. Regardless, I can't see the Broncos doing it.
As to injury settlement, that's used in lieu of IR if the team wants to cut ties with a player that say gets hurt early in the year and doesn't want to pay the player his full salary and they then will negotiate some in between, which is typically equal to how long the injury is expected to heal. I don't think that comes into play here.
