In short, its hard for even the experts to get a good handle on how good or bad we are right now.

That seems fair to me. Vegas predicted us as the worst team in the AFC West for the entire offseason. I thought it was crazy to have us behind the Raiders -- and still think that... But if the Raiders beat us at home, then that would be a big red flag for me that maybe outsiders have a better handle on the team than I thought.
There must be some serious 49ers homerism in that SI poll. SF lost and went up 2 spots from 13 to 11?! Hence why this shit has as much credibility as a Cugel or Joel 32 team ranking.

This just in from the local Oakland news:
Oakland Raiders are the most useless team in the NFL.
how high does a bird have to fly to be on the radar?
If the Raiders beat them at home, after trading away their Hall of Fame pass-rusher Kalil Mack and having zero pass-rush against the Rams, yes, that would be a verry, verrrry bad sign that this team is not really better than last year. It would also probably mean that Case Keenum kept turning the ball over which would be a terrible sign that things were not right at all.
I can't see any way they lose this game to the lowly Raiders if they have any aspirations at all of making the post-season.
In the very early days of radar, probably several hundred feet, since low flying aircraft didn't show up on most radar. The British in 1940 had to have 2 sets of radar, one for low flying aircraft that had a shorter range.
Today, radar can spot low flying aircraft so birds, probably.
There's ranking after the 1st game?
I don't put any stock in power rankings.
