    They said it would take a few months to get the legislation passed in order to make it happen in AZ.

    AZ is loaded with Reservation casinos, 3 or 4 of which border the metro Phoenix area. Not only will they have a vested interest in stopping the legislation, so will the anti-gaming lobby.
