NFL GMs can be judged by their actions. That was the point.
I don't have to "speak for them" because I have some insight into these QBs.
I have zero insight into these QBs. I don't even have an opinion about which of them (if any) will be any good.
They had a chance to draft a top rated QB and didn't even though their teams needed QBs - which we know because they later drafted QBs.
