Stuff that is usually reviewed and overturned is stuff you can clearly see on replay: like whether a ball hits the ground, where a ball is when the knee hits, if two feet hit in bounds on a catch, stuff like that. Judgement calls like penalties can't be reviewed. Whether or not he was "stumbling" or had clean footing is subjective, not something that can be "proven" on film. Sorry, but that overturn should not have been made. And I'd say the same thing had it been called incomplete.
