Both sides of it being an illegal play, or whether it's called PI or holding? Holding is five yards and PI spot, so holding is the better result. He grabs Fowler's jersey which first impedes his progress, then use it to pull himself to Fowler, then has his left arm draped over Fowler's left, preventing him from raising it.
Hard for me to not see that being a penalty, regardless of which one it needs to be by rule.

I do want to point out that we're seeing multiple angles and in slow motion. It looks very obvious to us, but with his angle at real speed I'm sure it looked very different. He probably still should have gotten it, but I guarantee it wasn't as clear cut as it looks to us here. It's friggin difficult.

Within the five-yard zone, if the player who receives the snap remains in the pocket with the ball, a defender may not make original contact in the back of a receiver, nor may he maintain contact after the receiver has moved beyond a point that is even with the defender.
Note: If a defender contacts a receiver within the five-yard zone of the line of scrimmage, loses contact, and then contacts him again within the five-yard zone, it is a foul for illegal contact.

Penalty: For holding by the defense: Loss of five yards and automatic first down.
