Well, without trying to appear an expert, which I'm not, my understanding is that being waived means
you go into a system where other teams have a chance to pick the player up, in order of last year's
record, the worst teams going first. If the player goes through all the teams without being tabbed,
then he becomes a free agent and can sign with anyone.
Being released means that the waiver process isn't involved. It is outright, and the player can go
to any team who wants to sign him. This happens if he isn't eligible for the waiver wire.
Being cut can refer either to being waived or being released.
