The Cardinals are one of the most profitable teams in MLB. They have the money to spend more. They're also in the top half of spending.

The Cubs and Sox have always had a ton of money to spend, but that didn't get them any titles until Theo got to each place.

As for your point on the A's, they have been a very relevant franchise for chunks of time in the last 30 years, so using your logic him winning there probably wouldn't be impressive either.
