General rule thumb, every high draft pick gets a 2nd chance. The most infamous exception, JaMarcus Russell, who's complete lack of commitment to improving himself as a NFL QB was so legendary that no one gave him another chance after the Raiders kicked him to the curb after just 3 seasons. The question is, has Johnny Manziel matched Russell's "feat?"
