They often make the dangerous, snowy crossing from Upstate New York into Quebec, where they’re arrested by Canadian border agents or Royal Canadian Mounted Police. But what happens to them after that, once they’re inside Canada?

On a weekend morning, our reporter found a group of men standing outside a drab YMCA hostel in downtown Montreal, smoking cigarettes and enjoying the warm spring sun. This place is part of a system of shelters for refugees coming into Canada from all over the world.
One of the men introduced himself: "My name is Mohammed Ahmed, I am from Pakistan." He said he had spent a year in New Jersey, but was afraid he would be detained and separated from his wife and two children, who are with him now in the shelter.
