No, it's not what they should do. That's literally one of the most horrible ideas I have ever heard. Yes, there is a talent dilution, but that's not the main problem. The problem is that with no cap it allows the top few teams to hoard most of that talent. If they could ever put in a hard cap, it allows the talent to be distributed more evenly and you have more parity and overall competition.
Contracting 1/3 of the teams would kill the NBA. You just don't piss off your fans like that. Fans are the reason pro sports exist, and fans would leave the NBA in droves if they ever did something so colossally stupid.
They need not only a hard cap rule, but a rule that stops a team from dedicating so much of its salary to two or three players. Star players impact games at a rate higher than their salary: five guys are on the floor for each team for crying out loud.
