Texas is at 11. Hmm. From a personal point of view, I can only think of maybe a couple other states I would rather live in than Texas. Oh well.

Depends what matters to you. Weather. Topography. Family. Local foods. Safety. Low taxes. Outdoor places (beaches, mountains, lakes, etc.) for recreation. Percentage of "your kind" that live around there. Percentage of hot women. Favorite sports teams.
How you rank those factors will determine how you rank the states. There is no right answer for everybody.
I miss the old Mile High Stadium.
I have never been.
But my most desirable states to live in are
Colorado
Texas
California
Florida
Arizona
Louisiana

Any list that ranks Kentucky over Colorado, that isn't a list of states with the fewest teeth or most married cousins should be shat on and set on fire.

I'd say Colorado is 47 or 45 tops. So please tell ALL your friends that want to move out here to please stay where they are. And if you are thinking about moving here, just remember we have like... uh... mountain lions and stuff. Me? I'm just gonna keep toughing it out and living here.

So both states ive lived in are in the top 20. Pretty good i guess.
Don't put Montana that high you idiots, and don't give a party shout out to where i live either........although they did nail celebrity part. Ugh....Leo DiCaprio was at a coffee shop downtown a couple days ago and people lost their minds.
