It's an extension of what had already been developing. You used to be able to jump on a teammate to block a kick. Can't do that now.

Earlier this year, they called a player for hitting the snapper during a FG attempt. Can't do that now (in fact, that's what I originally thought this was about).
So basically, the NFL doesn't want the defense trying to block kicks unless it is the edge rushers. It's the new "safety" rules. You can send a nastygram to Goodell but don't bother the Patriots are still going to win their division handily because the AFC East sucks. This was just a speed bump. The real problem for the Patsies was letting a weak-ass team with a rookie QB hang around enough to win it in OT.
I miss the old Mile High Stadium.
