I haven't wired a house in over five years now, so code may have changed. They may be requiring both AFCI and GFCI protection on some circuits which would make sense to then put a GFCI outlet on a circuit protected by an AFCI breaker.

I'm no electrician and don't get mad if this has nothing to do with your question but the bedrooms have to have arc-fault breakers, so that could be why you have more of them there than you think you should.

I have no idea man, my cousin is an electrician and was here helping me do some wiring and he told me it's code to have arc-fault breakers for bedrooms. That's here in Canada, I don't know if it is in the USA.
