Both of their salaries were counted against the cap. We were under the cap.
Due to cash flow issues, instead of borrowing the money to pay them, they gave them essentially an IOU (which they agreed to) to pay them later.
This did violate the rules, but if you think for even a moment that Denver wouldn't have borrowed money to pay their salaries, which were accounted for UNDER THE CAP, then you're delusional.
The Broncos should have taken out a loan to make the payments due instead of what they did. But the notion that it gave them an on-field advantage is ludicrous. It gave them only a financial advantage in not having to borrow the money for a short time.
