In the 20 years that compensatory picks have been given, the Denver Broncos have received a grand total of 9. Only 2 teams in the NFL have received less, and one of those teams (Houston) has only been around since 2002.

I'd say that's more attributable to the number of free agents Shanahan signed, rather than quality of drafts.
I think it has more to do with the recession.
