Funny that you mention flopping, which is happening now more than ever. I sent the following email to the NBA on April 30th, and got a response, and no where in the response, or the NBA document which I could access from the email, had any mention of flopping.
Topic: Officiating in the NBA
Message Body:
I have never thought it was right for coaches and players being allowed to talk to the officials throughout the games. No one will convince me that, depending on the coaches/players involved, this has and will sway officials in either making or not making calls.
Also, at least a few years ago, the public was told that flopping would be watched closely. That is not the case. Either players are awarded for flopping, or ignored. 2012 article in regards to the nba's stance on flopping. What happened to this?

RESPONSE
Dear Carol,
Thanks for contacting us about officiating.
You will be interested to know that the NBA’s Respect for the Game guidelines were implemented to reduce negative reactions to calls, which take the focus off the game itself. The league has taken many steps to ensure players are aware of the rules and can adjust to them. Prior to the start of the 2015-16 season, the league sent a memo to teams and referees emphasizing the importance of these guidelines. To read the memo and to learn more about the Respect for the Game guidelines, click here.
Thanks again for writing us and for being a longtime fan of the NBA. We appreciate you sharing your views.
Sincerely,
Bill
