Just for clarification, and Midnight Blue or some other Maner's could chime in, the way the Horses Butt works on the Mane is that when a thread degenerates to petty arguments or flaming, and is no longer 'on topic', then they move it to the Horses Butt.

That pretty much covers it...most visitors to the forum will go to the main board first and the casual visitor doesn't usually explore the subforums much... so any thread that becomes out of control... or that a mod deems to be "not the first thing we would want visitors to see" usually gets moved. There are no "Lounge" or "Smack" subforums there, so one will find a lot of "Lounge" or "Smack" type content in the Butt. Many Maners will tell you that's where all the best (most entertaining) threads are.
However, one aspect to it that I would add is... if the new forum is implemented, there can be complaints and second-guessing of the moderators whenever a thread is moved there. Some may openly question why a particular thread was moved/what caused a mod to move it, etc. I don't know if you'd want to make thread-moving done by a majority vote of the mods or something in order to avoid that situation, but there would still probably be times when a mod would have to make a unilateral decision to move one (if a thread had become too uncivil, moving it immediately would be preferable to leaving it up on the main board long enough to get the mods together for a vote).
Fwiw, I think if it happens, making it opt-in is a good idea. It's a subforum that I would definitely opt in to...
