Nah. The very top teams make the strategic decision that by bowing out early in the conference tournament they save their players the exhaustion of 3-4 games on consecutive nights. They might lose a rung on the brackets but they'll be rested and relaxed for March Madness instead of zonked out and wishing you had more time to prepare.
As a bonus, if the conference tournament produces a champion that is a 6-seed or lower, the conference often winds up with an extra team in the Dance, meaning more money for the conference schools.
Applied to the Big 12, if Baylor somehow winds up winning the conference tourney then they take the automatic berth and OU, Kansas, Texas, etc. will still go anyway.
