I had a situation not too long ago where some book club that I don't remember signing up for had "membership dues" taken out of my account. My bank reimbursed me, with the agreement that if the 3rd party is proven right, then the credit applied to my account would be taken back out. The 3rd party was in the wrong so I got to keep it.

My guess is that you're ultimately going to need to get reimbursed by the cable company or your friend, as this doesn't really constitute fraud. You gave your friend permission to use the card (7 months ago) - thereby authorizing the cable company to use the card.
