I think its a good move.
The raiders have allowed the least sacks in the league, and just generally have monstrous lines. McFadden is much better than any of the bengals rushers were and the raiders can win games just by running the ball down peoples throats.
JC has no arm and no accuracy. The raiders are a speed receiver team which does not bode well for that. Add in Palmer who does have a good arm, is significantly more accurate and I think you have a good combo.
Not to mention Palmer has been waiting for this, while having some extra time to heal up after his slew of minor injuries:

Wow... Oakland sure did pay a steep price for an often injured QB. If there is any hick-up at all with Palmer this could make the house of cards fall. Palmer has had major injuries to his knee, and throwing arm. To pay two firsts or a first and second for Palmer is very risky to say the least! Could it work out? I hope not!
Oakland does have two of the best running backs so far this season in McFadden and Bush. Palmer won’t be asked to do too much and Hue thinks he knows this QB. So let's see how this goes.

Palmer is due to make $11.5 million this season and roughly $50 million over the duration of his contract to ~2015.

That really depends on how long it takes them to run McFadden into the ground, and if their trench guys can start playing mistake free football. I think that there will be too many elite disciplined teams in the AFC that will prevent the Raiders from sniffing the AFC title game.

Stranger things have happened. But i think Palmer brings more to their passing attack than Campbell. TD only lasted a few years but we worked him bigtime and won 2 championships. Not saying the Raiders are at that level yet but McFadden is starting to prove all his doubters (including me) wrong.
I can see them making the playoffs IFF Palmer can pick up the playbook and get back to NFL speed quickly. They have just bet the bank on a QB that has sat for the preseason and 1/3rd of the season. That is going to increase his chances for mistakes.
However Oakland is a team that lives and dies by the run. Palmer might be the QB that they need to compliment McFadden, but what happens when Palmer gets injured again? It sure will be interesting to watch the rest of the season unfold.

Palmer probably gained 20 pounds already in his retirement.
