Al Wilson
D-line:

LB:
Boss Bailey (Detroit), Lance Briggs (Chicago), Kevin Bentley (Seattle), Landon Johnson (Cincinnati), Reggie Torbor (New York G), Demorrio Williams, (Atlanta)
Bryant Johnson and Madieu Williams. I'd be very happy with this. Fills two needs.
Then trade for DT Robertson another need and fill the rest in the draft.
S: williams or wilson
LB: bailey or bently (you sold me on him boss haha)
DL: coleman (if we don't trade for a big name), starks (has he been resigned yet?), ugh, we better work out a trade
OL: not sure, but would like to see someone brought in for at the very least, depth, i would not be against smiley in the slightest
WR: johnson, hackett, henderson, mccareins
these are in order i guess.. bring in a few of these guys (my #1 want is bryant johnson) and draft accordingly. i believe these positions can all be addressed in one way or another in FA, and many of these options shouldn't break the bank.
i think we need a starter at S, competition at LB (along with the one we will draft), starting DT (gonna have to trade it looks like, get it done), OL depth/competition, and a #2 WR.

the top of the list is hackett, johnson, coleman, williams and wilson-- and i'm sure i'm forgetting a few names, i'll update as i remember. . . .

I liked that you had Drew Carter on your list. The guy has wheels, and he studied under Steve Smith for a couple years. He could come at a cheaper price than some of the other guys.
that prwetty much sums it up-- he's a one-dimensional deep threat, but it wouldn't hurt us to have a guy to stretch the field and take advantage of cutler's gun, and carter has the size to play outside and the quickness to work from the slot. . . if we can't get a legit #2, we might have to do a bit of a committee approach at WR this year, and he's a guy who could contribute and still has a bit of developmental potential. . . and yes, i do expect him to come pretty cheap. . .

The guys I listed at each position are guys I would like to see in Denver. I know it is a lot of guys, but I think that the guys I listed still have enough talent to contribute to the Broncos...maybe not as starters, but as depth.
My #1 guy would be Madeiu Williams
He would start right away. Very under-rated, excellent coverage safety.
I don't have one this year or pulling for us to sign any of them. I'm just going to watch and see what happens. We have little luck in Free agency and I'm not a big fan this year of it. Most of the marquee players are tagged and it leaves mostly sub-par players or decent players that get over-paid.

You make a good point. Free agency can be hell. Denver showed they went over board last year with the spending. You can still find good value though in free agency, you just have to be smart.... I liked what Denver did when they brought in Montrae Holland. He was a good sign.... but you have to question the value they put in Daniel Graham and Travis Henry.
