It's smart to know the landscape and how picks are valued each year. Nothing to see here in regards to getting Burrow, but still an intelligent play.
I’m with you on this. DEN should use whatever cap space required to get players in FA on defense and maybe one offensive lineman. My wish list in this scenario would be the following:
Byron Jones-CB
Cory Littleton-ILB
Michael Brockers or Arik Armstead-DL
B.J. Finley- G
Then in the draft, go heavy on offense unless someone on defense unexpectedly falls to them. Or trade picks to land these players: Kinlaw, Ruggs, Cushenberry, Taylor (RB). One can wish. Right?
Need to build the team around Lock. And if they beef it up. Then the team is looking at a franchise QB.

Why wouldn't Elway explore talks with other teams about their draft picks. You can bet he talked about more than just the #1 pick too. He might have wanted to know about other trades we didn't hear about.
