Who are the top quarterbacks in the NFL heading into Week 5 action? Scout.com's Ed Thompson submits his NFL Quarterback Power Rankings based on the players' performances during the first four weeks of the season.
1. (1) Peyton Manning, Colts
For the first time in his career, Manning has thrown for more than 300 yards in four consecutive games. He leads the league in first down percentage, yards per game and is tied for first in TD passes.

2. (2) Drew Brees, Saints
After a fast start, Brees hasn't thrown a touchdown pass during the past two games and has been held to less than 200 yards passing, but he's still completing 67.4 percent of his throws.

3. (3) Joe Flacco, Ravens
Flacco has earned a new set of downs for his team on 43.7 percent of his passes, second-best in the NFL. He's on a pace for a 4,000-yard season after finishing with 2,900 last year.

4. (4) Eli Manning, Giants
Manning used a three-touchdown performance at Kansas City to boost his season total to eight. He's completed 63.2% of his throws and has only been sacked twice..

5. (7) Ben Roethlisberger, Steelers
Roethlisberger leads the league in completion percentage (73.2%), and he's third in passing yards per game (298). Perhaps most importantly, he's completing 41.5% of his passes for first downs.

6. (15) Brett Favre, Vikings
Favre looked more like the versatile, aggressive thrower of the past against the Packers, but he's only thrown one interception to date. That's huge when you consider that he threw 22 picks last season with the Jets.

7. (11) Tom Brady, Patriots
Brady completed 65.6% of his passes against the Ravens defense last week, bumping his season average up to 62.1%. He was sacked three times after only being dropped once during the first three weeks.

8. (5) Matt Ryan, Falcons
Atlanta had a bye last week, and it cost Ryan a few slots as others nudged past him. He heads into this week's action sporting a 65.9% completion rate, five touchdowns and just one interception.

9. (6) Matt Schaub, Texans
Schaub only completed 50% of his throws last week against the Raiders, was sacked four times tallied a solid 224 yards through the air. He's thrown for eight touchdowns so far.

10. (7) Philip Rivers, Chargers
After completing 65% of this throws in 2008, Rivers has dipped to 58.7% this year. Despite a three-touchdown performance against the Steelers, Rivers and the Chargers came up short, 38-28.

11. (12) Kurt Warner, Cardinals
Warner threw 30 touchdown passes last season, but is on pace for just 16 so far this year. He's completed 65.6% of his throws and is averaging 288 passing yards per game.

12. (14) Kyle Orton, Broncos
Orton is the only four-game starter who has yet to throw an interception. His numbers across the board are solid, but good enough to help his team win four games thanks to a stout defense.

13. (13) Jay Cutler, Bears
Cutler's thrown at least two touchdown passes in his last three games and has a total of eight in 2009. But he had just 141 yards passing against Detroit last week. So far this season he's posted a 64.3% completion rate

Rodgers gave a gutsy performance against the Vikings, completing 70% of his passes and throwing for two scores while taking eight sacks. But he also contributed to the loss with a pair of turnovers.

Although he's completed 65% of his passes and has thrown a pair of touchdown passes in each of his last two games, Campbell's also thrown four interceptions and has been sacked five times during that short span.

Kolb returns to the bench after proving that he's a capable pro quarterback. During two starts he threw four touchdown passes while logging over 300 yards of passing.

After completing roughly 51% of his throws during the first two weeks, Garrard got back on track by completing 67% during his two most recent outings. He threw three touchdown passes last week.

18. (16) Carson Palmer, Bengals
Palmer's only completed 53% of his passes and averaged 206 yards per game over the last two weeks against the Steelers and the Browns. He's not playing at the same level as he did from 2005-2007 right now.

19. (18) Tony Romo, Cowboys
Romo has thrown just one touchdown against four interceptions over the past three weeks. Like Palmer, he just doesn't look as sharp. His 58% completion rate is well below his career average of 63%.

20. (20) Shaun Hill, 49ers
Hill's best attributes are his 62% completion rate and avoiding mistakes. He's only turned the ball over twice with one interception and one fumble. He's thrown for four touchdowns in his last two games.

21. (10) Mark Sanchez, Jets
Sanchez has stumbled a bit after completing 60% of his passes during the first two weeks. He's completed just 53% since then and has five interceptions against four touchdowns thanks to his three interceptions last week.

After throwing just seven interceptions last season, Collins has already tossed six during the first four weeks of 2009. He threw two in last week's lopsided loss to the Jaguars and just one touchdown.

Edwards' completion rate and passing yardage has dropped considerably since Week 2. And last week he threw three interceptions at Miami. So now he has five touchdowns against five interceptions this year.

Stafford is improving, but his six interceptions put him in a tie for second-most in the league. He needs more touchdown production, but his passing yards and completion rate are both moving the right direction.

Matt Hasselbeck is expected to return to the starting lineup after watching the team drop a pair of games, including a lopsided loss to Indy. Wallace completed plenty of passes, but not when it counted the most.

Cassel is only converting 27% of his throws for first downs. He's learning they are a bit tougher to come by without Randy Moss and Wes Welker. Cassel is averaging just 152 yards passing per game.

His seven interceptions are the most by any quarterback this year--and he's only played three games. Delhomme completed 66% of his passes against Dallas for 220 yards before the bye, but also threw three picks.

In his first start of the season, Anderson completed 54% of his passes for 269 yards, threw one touchdown pass and an interception during an overtime loss to the Bengals.

Henne looked much sharper in his first start than he did when stepping in as a reserve against San Diego the week before. But he needs to contribute more than 115 passing yards to balance the attack.

At 52.7%, Boller's completion rate is only three points higher than Marc Bulger's. In his first start of the year last week against the 49ers, Boller threw for just 108 yards, no touchdowns and gave up an interception.

Johnson's 53.1% completion rate in two game appearances is third-worst among starters. Although he completed 59% at Washington, he only managed 106 passing yards for the day.

Russell's 39.8% completion rate, 126.5 passing yards per game, 23.1-percent of throws resulting in first downs and one touchdown pass are all worst marks among quarterbacks with four starts this season.
