Significant changes to the use of video replay, including reviewing all fouls called by game officials and a rule change that would allow teams to try for a "bonus" point after a successful 2-point conversion, are among proposals that will be presented by the NFL's competition committee at next week's owners meetings in Phoenix.

The committee Wednesday outlined 23 proposed changes to rules and procedures, which will be discussed and voted on at next week's meetings. Nineteen of the proposed rules changes were submitted by teams with the other four proposed by the competition committee.

In addition to these proposals, the owners are expected to discuss expanded playoffs and the "catch or no-catch" rule, though specifics on those rules will not be publicly released until the owners receive them next Monday. Owners will also consider four bylaw changes and one resolution at the meetings.

Of course there should be cameras along the sidelines, goal lines and edges of the end zone. The quality of replay shouldn't be at the whim of the network camera placement and angles. Too many times replay on goal line or side line plays is inconclusive because of the camera placement and/or angle.

I notice that there is a proposal (#23) to "Make it illegal for an offensive player with an eligible number to report as ineligible and line up outside the core of the formation." Suspect that Baltimore and John Harbaugh submitted that proposal.

Oh I agree it's a needed rule, I just found it funny that NE suggested it.

PHOENIX -- Expanded NFL playoffs, once thought to be a near-certainty for 2015, appear headed for the back burner once again.

As NFL owners gather here this week for their annual meeting, the consensus seems to be that an expansion of the current 12-team playoff format will happen at some point, but not this year.

"We're going to discuss the expanded playoffs, but I don't think there is a proposal out there to make any changes," New York Giants owner John Mara said Sunday. "I think it's going to happen at some point. It just doesn't look like it's going to happen next year."

Mara said a number of factors are complicating the potential implementation of an expanded playoff field, including the days of the week available to them for playoff games. The league is trying not to create a conflict between its playoffs and college football's playoffs, and as Mara pointed out there are weather concerns at that time of year as well.

NFL owners voted Monday to suspend the league's local TV blackout policy for the 2015 season.

The blackouts will be suspended for preseason and regular-season games. The league expects to evaluate the move after the season.

Games are routinely not shown in local markets if the local team does not sell a specified number of tickets.

There were no local blackouts during the 2014 regular season and only two blackouts in 2013.

NFL owners and coaches have arrived in Phoenix at the NFL Annual Meeting. There's a lot on the agenda, including 23 rule change proposals. Thirteen of those proposals have to do with expanding instant replay.

If the Competition Committee has anything to do with it, none of those proposals will pass. The Committee released a statement on Monday saying they don't support any of the proposals because of "unforseen negative effects" for on-field officiating. The Committee says that instant replay was never intended to handle subjective plays, just correct objective mistakes.

In theory, rules could be passed without the support of the Competition Committee. In practice, it's now hard to imagine any major changes to instant replay this season. There just isn't enough support.

PHOENIX -- The NFL competition committee tweaked the rule for a catch, but even under the new wording, Dallas Cowboys receiver Dez Bryant still would not have had a successful grab in an NFC divisional-round game.

The rule now states that a receiver must establish himself as a runner rather than just make a football move. He also must have control of the ball and both feet in bounds.

The problem for Bryant, as the competition committee showed during a video presentation at the owners meetings, is that his hand hits the ground as the ball squirts free. So it would not have been viewed as a catch and the Cowboys still would have failed on a fourth-down play in a loss to Green Bay.

The rule has been debated since an apparent touchdown catch by Detroit Lions receiver Calvin Johnson was overturned in 2010.

PHOENIX -- NFL owners voted to prevent another Julian Edelman situation, giving a third party power to stop a game if a player appears disoriented.

The league announced that the owners voted to allow a certified athletic trainer at each stadium to call a medical timeout if a player appears to be disoriented. During the Super Bowl, New England's Julian Edelman appeared that way after a hit by Seattle's Kam Chancellor. But Edelman remained in the game and eventually caught the winning touchdown pass.

Under the new rule, a spotter at the game would communicate with the side judge if it's determined a player is showing obvious signs of disorientation or is unstable. Neither team would be charged for a timeout -- and teams can only replace the affected player during this stoppage. The opposition would be able to substitute a player as well to match up.

So a team can be penalized for faking an injury at the end of a game but if you fake disorientation, your team gets a free time out. :confused:

PHOENIX -- There will almost certainly be significant changes to the league's extra point rules for next season.

While the owners did not vote on a specific proposal Wednesday, they did have a "lively" discussion about potential changes, according to NFL Competition Committee co-chairman Rich McKay.

The league will formulate a more uniform proposal over the next two months and should vote on something specific in May.

"It was a very good discussion, there was a clear sentiment that we want change this year," McKay said. "And the charge to us as a competition committee was to come back with a recommended proposal, do it in the next 30 days, and give everyone a chance to look at it and vote on it."

Patriots coach Bill Belichick strongly voiced his displeasure Tuesday that the league didn't want to spend the money to put four cameras in the end zone to give referees better angles on replay reviews, a league source told ESPN NFL Insider Adam Schefter.

The source -- who was in the meeting with NFL head of officials Dean Blandino, among others -- told Schefter that Belichick made his point with choice language.

The source said Belichick expressed concern that the league is willing to spend top dollar to send the Pro Bowl to Brazil and play regular-season games in London every season but doesn't appear willing to spend the money to pay for the extra cameras it would take to cover all end zone angles to assist instant replay.

I agree with the hoodie. Its as if the NFL WANTS there to be controverial calls. Otherwise, its absolutely stupid for them to overlook the VERY obvious reason as to have these cameras in place for instant replay.

Agree, and it definitely would take pressure off of the refs, as the game is so fast, it is hard for them to correctly see everything.

During the NFL Annual Meeting this week teams authorized the league to research the use of fixed cameras and stadium video in replay systems -- an addition Bill Belichick stomped hard for.

That study will begin posthaste.

NFL Media's Albert Breer reports that the league will start research and development on Monday into adding cameras to the goal line and other areas for replay.

Per Breer, the NFL is looking for "the right technology and then how to best integrate the cameras into the replay system that will work in all 31 stadiums."

Owners could decide to implement a new camera system in May, during the Spring League Meeting in San Francisco.
