The Broncos are monitoring Moore's negotiations in free agency, but it appears less and less likely that they will have the budget room to make a competitive offer.

They are looking to pay guys a lot less than what Rahim Moore and Pot-Roast will be making elsewhere. It's unfortunate that other teams like the Colts are picking up a lot of talent while the Broncos can't do anything because of budget constraints, but that's the result of last year signing DeMarcus Ware and Aqib Talib for over $10 million each, T.J. Ward for $6, and Chris Harris for as much. And they have to think about how they are going to re-sign Von Miller for about $15 million a year. He's currently making over $9 million this season but he's going to demand a huge pay raise.

Of all the talented players Elway has drafted the only player he's signed to a second deal is Virgil Green.
So much for building through the draft. Kind of missing a brutally key component to that mix.

Well, they may not have to pay Peyton Manning $15 million next season. And they are also likely to move Aquib Talib and his $12 million a year salary out of town, if Bradley Roby continues to develop into a #1 CB. That would save them over $10 million a year right there, since Roby has 3 more years on his rookie deal including this year, with an option year after that.
They should definitely have enough money if they want to do it. But, they may have to spend a good chunk of that money on a FA QB, because it's clear that John Elway does not think that Brock Osweiler is his franchise QB of the future. If he did, then there's no way Peyton would be back for his final season. Instead they'd be starting Brock this year to get him some experience so they could see what they have before his contract expires at the end of 2015.
Since they are not doing that, we can conclude Elway doesn't really believe in Brock as a long-term solution, no matter what he says. Actions speak louder than words.
