According to Wikipedia, it's the Chargers - and not by much. We still trail both the Raiders and Chiefs in all-time series.

People forget we were suck-ass in the AFL days. Chargers sucked in the 70s before Fouts. Chiefs had their period of suckage in the 80s. The Raiders suck now.
