I think he means Tim Allen, who didn't like home improvement on the 3:00 spot. Obviously 15 is military time. Read into something before you attack the kind of creepy poster guys, come on

BringBackTim15 with the help of Tonya Hardinghe has a route planned with his chaufer, but once in the back seat he is prone to call an audible
I think mccoy drives him to practice every day, so that PM can fill him in on what will be taking place during practice.
