Probably not a happy or uplifting song for most people (the lyrics aren't too cheery either) but I adore it and it will always put a smile on my face.

Jason Mraz - "I'm Yours"

Louis Armstrong - "What a Wonderful World"

Obviously these lists are completely subjective, so I'm not criticizing when I say this, but I don't find either of those songs to be even remotely uplifting.

The Mraz song I think is just because of the association it has with my ex. The Armstrong song just makes me feel nostalgic. Not really sad or depressing, but not really happy or uplifting either.

Judging from the title it would be about a part of the Tour de France if i'm not mistaken (which I very well could be).

I see that. I put both of those songs not because of the lyrics, but more because they're just kind of soothing. Allows me to empty my mind and just kind of relax, which I can rarely do. The ukulele intro in "I'm Yours" really does that for me, as does Armstrong's raspy voice, I'm not sure why. There's definitely nostalgia there for me, too, which typically relaxes me, though there are occasions where I'm not in for nostalgia.
