You still wont be able to trade a player for a pick, but you CAN trade a player to move up.

How?

You simply trade a pick from next year in substitute for the player.

The situation would have to be ideal, but it could happen.

Lets take Seattle for instance.

We could trade Orton to Seattle for a move from our 46 spot to their 25.

We give them our second rounder next year.

Once free agency opens, we trade them Orton for our second rounder back.

Kinda like leaving your drivers license in someones hands so they know youre actually going to come back.

Its not idealistic, but there are a few spots where this might be feasable.....especially moving from our third up into the second round.

Give a team that needs a QB in the second round that doesnt take one in the first.....like say Arizona or SF.

We give them our third this year, and our second and third next year to move into their spots in round two.

When free agency comes around, we give em Orton for our picks back.

Ta-da.
